Introduction

CapCut is an innovative video editing application which allows users to create videos and build a community where people can create, share, and connect with others. To help ensure a safe experience for our users, our Community Guidelines define a set of rules and standards for using CapCut. We will remove any content – including video, audio, image, comment, and text – that violates our Community Guidelines, and account holders will be notified of our decisions. If the violation is deemed severe enough, we may remove the account entirely. Our Community Guidelines apply to everyone and to everything on CapCut. We proactively enforce them using a mix of technology and human moderation before content gets reported to us. We recognize that some content that would normally be removed per our Community Guidelines could be in the public interest. Therefore, we may allow exceptions under certain circumstances, such as educational, documentary, scientific, or artistic content, satirical content, content in fictional settings, counterspeech, and content in the public interest that is newsworthy or otherwise enables individual expression on topics of social importance.

Violence and dangerous individuals and organizations

We do not allow people to use our platform to threaten or incite violence, or to promote dangerous individuals or organizations.

Threats and incitement to violence

We define threats and incitement to violence as advocating for, directing, or encouraging other people to commit violence. We do not allow threats and incitement to violence on our platform that may result in serious physical harm.

Dangerous individuals and organizations

We do not allow the presence of individuals or organizations on our platform who promote or are engaged in violence on our platform. These actors include violent extremists, violent criminal organizations, violent political organizations, hateful organizations, and individuals who cause serial or mass violence, or sexual offenses.

Illegal activities and regulated goods

We do not allow the trade, sale, promotion, and use of certain regulated goods, as well as the depiction or promotion of criminal activities. We allow exceptions for content that provides value to the public, such as educational, scientific, artistic, and newsworthy content.

Criminal activities

Criminal activities cover a wide spectrum of acts punishable by law, including theft, assault, human exploitation, counterfeiting, and other harmful behavior. To prevent such behavior from being normalized, imitated, or facilitated, we remove content that promotes or enables criminal activities.

Weapons

We do not allow the depiction, promotion, or trade of firearms, ammunition, firearm accessories, or explosive weapons. We also do not allow instructions on how to manufacture those weapons. Content as part of a museum's collection, carried by a police officer, in a military parade, or used in a safe and controlled environment such as a shooting range may be allowed.

Drugs and controlled substances

We do not allow content that depicts or promotes the use or trade of drugs or other controlled substances.

Trade of tobacco and alcohol products

We do not allow the purchase, sale, trade, or solicitation of tobacco and alcohol products on our platform.

Frauds and scams

We do not allow anyone to exploit our platform to take advantage of the trust of users and bring about financial or personal harm. We do not allow content that deceives people in order to gain an unlawful financial or personal advantage, including schemes to defraud individuals or steal assets.

Gambling

We do not allow content promoting gambling services, or that could be perceived as advertising for casinos, sports betting, or any other commercial gambling activity.

Privacy, personal data, and personally identifiable information (PII)

We do not allow content that violates the confidentiality of personal data or personally identifiable information (such as social security information). We do not allow content that depicts personal data or personally identifiable information (PII) from the platform.

Graphic content

We do not allow content that is gratuitously shocking, graphic, sadistic, or gruesome or that promotes, normalizes, or glorifies extreme violence or suffering on our platform.

Suicide, self-harm, eating disorders, and dangerous acts

We do not allow content depicting, promoting, normalizing, or glorifying activities that could lead to suicide, self-harm, or eating disorders. We also do not allow users to share content depicting them partaking in, or encouraging others to partake in, dangerous activities that may lead to serious injury or death. We encourage users who are struggling with thoughts of self-harm or suicide, or who know someone is seriously considering suicide, to immediately contact local emergency services or a suicide prevention hotline.

Suicide

We do not allow content that depicts suicide, suicidal ideation, or content that might encourage participation in other self-injurious behavior. We also remove content that depicts attempted suicide or content featuring a person engaging in behavior or intending to engage in behavior that is likely to lead to self-inflicted death. We do not allow any form of content that promotes, normalizes, or glorifies suicide, provides instructions for suicide, or posts that portray a suicide as heroic or honorable.

Self-harm and eating disorders

To avoid normalizing, encouraging, or triggering self-harm behavior, we do not allow imagery that depicts such behavior, regardless of the user's intention of posting it. We remove content that may encourage or normalize acts that are likely to lead to physical self-inflicted injury. Content that promotes eating habits that are likely to cause adverse health outcomes is also not allowed on the platform.

Dangerous acts

We define dangerous acts as acts conducted in a non-professional context or without the necessary skills and safety precautions that may lead to serious injury or death for the user or the public. We do not allow content that depicts, promotes, normalizes, or glorifies such behavior, including amateur stunts or dangerous challenges.

Hate speech and hateful behavior

We do not allow content that attacks or incites violence against an individual or a group of individuals on the basis of protected attributes. We also do not allow content that includes hate speech or involves hateful behavior.

Attacks on the basis of protected attributes

We define hate speech or behavior as content that attacks, threatens, incites violence against, or otherwise dehumanizes an individual or a group on the basis of the following protected attributes: Race Ethnicity National origin Religion Tribe Caste Sexual orientation Sex Gender Gender identity Serious disease Disability Immigration status

Slurs

Slurs are defined as derogatory terms that are intended to disparage an ethnicity, race, or any other protected attributes listed above. To minimize the spread of egregiously offensive terms, we do not allow slurs, unless the terms are reappropriated, used self-referentially (such as, in a song), or do not disparage.

Hateful ideology

Hateful ideologies are defined as ideologies that demonstrate clear hostility toward people because of their protected attributes. Hateful ideologies are incompatible with the inclusive and supportive community that our platform provides and we do not allow content that promotes them.

Harassment and bullying

We welcome the respectful expression of different viewpoints, and want to ensure that anyone can share their voice without the fear of being degraded or bullied. We do not allow harassing, degrading, or bullying statements or behavior. This includes responding to such acts with retaliatory harassment.

Abusive behavior

We do not allow abusive behavior, including threats or degrading statements intended to mock, humiliate, embarrass, intimidate, or hurt an individual. To enable expression about matters of public interest, critical comments of public figures may be allowed; however, serious abusive behavior against public figures is not allowed.

Sexual harassment

Sexual harassment is defined as unwanted or inappropriate sexual behavior directed at another individual. We do not allow content that sexually harasses others, regardless of user's intent, as such actions can cause great distress to targeted individuals.

Adult nudity, sexual activity, and sexual exploitation

We do not allow nudity, sexual activity, or sexually explicit content on our platform. We also do not allow content depicting or supporting non-consensual sexual acts, the sharing of image-based sexual abuse, and adult sexual solicitation.

Sexual exploitation

Sexual exploitation is defined as any actual or attempted abuse of a position of vulnerability, power, or trust for sexual purposes, including profiting monetarily, socially, or politically from the sexual exploitation of another. We do not allow sexually exploitative content, including non-consensual sexual acts, image-based sexual abuse, and sextortion.

Nudity and sexual activity involving adults

Nudity and sexual activity include content that features intimate body parts (breasts, genitalia, and buttocks), or behaviors that mimic, imply, or display sex acts. We do not allow depictions, including digitally created or manipulated content, of nudity or sexual activity.

Youth safety

We are deeply committed to protecting the safety of youths on our platform. CapCut defines a youth as any person under the age of 18. We do not allow activities that perpetuate the abuse, harm, endangerment, or exploitation of youths on CapCut. Any content, including animation or digitally created or manipulated media, that depicts abuse, exploitation, or endangerment of youths is a violation on our platform and will be removed when discovered and known of. We report child sexual abuse material (CSAM) and supporting evidence to the National Center for Missing & Exploited Children (NCMEC) and to any additional relevant legal authorities.

Sexual exploitation of youths

CapCut will take action on any content or accounts involving CSAM or sexual exploitation of a youth. Sexual exploitation of youths includes any abuse of a position of power or trust for sexual purposes, including profiting financially, socially, sexually, or politically from the exploitation of a youth. CSAM is defined as any visual depiction of sexually explicit nudity or conduct of a youth, whether captured by predatory adults, peers, or self-generated by youths. The following are not allowed:

Nudity and sexual activity involving youths

Nudity and sexual activity involving youths include content that features intimate body parts (breasts, genitalia, and buttocks) or behaviors that mimic, imply, or display sex acts involving youths. We do not allow the depiction, including digitally created or manipulated content, of nudity or sexual activity. The following are not allowed:

Harmful activities by youths

Harmful youth activities include the possession or consumption of substances prohibited for youths, the misuse of legal substances, engagement in illegal activities, participation in activities, physical challenges, or dares that may threaten the well-being of youths. The following are not allowed:

Physical and psychological harm of youths

Behaviors that place youths at risk of physical or psychological harm include physical abuse, neglect, endangerment, and psychological disparagement. The following are not allowed:

Grooming behavior

Grooming behaviors are defined as which an adult builds an emotional relationship with a youth in order to gain the youth's trust for the purposes of future or ongoing sexual contact, sexual abuse, trafficking, or other exploitation. These behaviors may include: flattery, requests for contact on or off platform, requests for personal information, solicitation of youth sexual abuse material, sexual solicitations or comments, and gift-giving. The following are not allowed:

Integrity and authenticity

We do not allow activities that may undermine the integrity of our platform or the authenticity of our users. We do not allow content or accounts that involve fake engagement or misleading information that causes harm.

Spam and fake engagement

Fake engagement includes any content or activity that seeks to artificially inflate popularity on the platform. We do not allow any attempts to manipulate the platform to increase interaction metrics.

Misinformation

Misinformation is defined as content that is inaccurate or false. While we encourage our community to have respectful conversations about subjects that matter to them, we do not allow misinformation that causes harm to individuals, our community, or the larger public regardless of intent.

Intellectual property violations

Copyright is a legal right that protects original works of authorship (such as music, videos) and original expression of an idea (such as the specific way a video or music is expressed or created), although it does not protect underlying ideas or facts. A trademark is a word, symbol, slogan, design that identifies and distinguishes the source of a product or service. We encourage everyone to create and share original content. Content that infringes someone else's intellectual property rights is not allowed on our platform and will be removed if we become aware of it. The use of copyrighted work under certain circumstances, such as the fair use doctrine or other applicable laws, or the use of a trademark to reference, lawfully comment, criticize, parody, make a fan page, or review a product or service may not be considered a violation of our policies. If you believe that any content uploaded or made available through our platform infringes your intellectual property rights, you may submit a report to us via our in-app reporting function.

For You feed

The For You feed (FYF) is a unique CapCut feature that uses a personalized recommendation system to allow each community member the ability to discover a breadth of content, creators, and topics. In determining what gets recommended, the system takes into account factors such as likes, shares, comments, searches, diversity of content, and popular templates. We maintain content eligibility standards for the FYF that prioritize safety and are informed by the diversity of our community and cultural norms. We make ineligible for the FYF certain content that may not be appropriate for a broad audience. Here is a consolidated table of content that is ineligible for the FYF.

FYF INELIGIBLE Illegal activities and regulated goods

Content that is ineligible for the FYF can still be discovered in other ways, such as through search tools or by following an account. It should also be noted that when a video does not get many views, it may be due to a lack of community engagement rather than being ineligible for the FYF.

Accounts

You must be 13 years and older to have an account. There are additional age limitations based on local law in some regions. If we learn someone is below the minimum age on Capcut, we will remove that account. We will also remove an account if we become aware that the account holder is a violent or hateful actor or has been convicted of a sexual offense against a young person. We consider off-platform activity related to violence, hate, and child sexual abuse or exploitation to help make decisions about these account removals. We remove accounts that have a single severe violation. Severe violations include:

Template Creation Capabilities

Template Creation capabilities allow users to create and share their template designs for other users to appreciate and utilize. Template creators are provided incentives to encourage active participation in the template creation process. In order to qualify as a template creator, you must set forth an application to be assessed by our in-house team, and be at least 18 years old. If we learn that a template creator has falsely declared one's age and is under the age of 18 years old, we will remove Template Creation capabilities of the account.

Comments

Comments on CapCut allow you to interact with templates and provide an integral interactive experience to the platform. A violation of our rules will lead to restricted visibility or the removal of comments and may lead to an account removal if there is a severe violation.
